NUMBER 6 (2003)

EXECUTIVE ORDER ON COMPENSATION FOR MILITARY PERSONNEL

WHEREAS, the President of the United States has identified the need for military operations concerning U.S. relations with Iraq; and

WHEREAS, U.S. military officials have implemented operations in response to this need; and

WHEREAS, the President may, from time to time, mobilize military operations to address other potential threats to national security; and

WHEREAS, many State of Illinois employees are active members of the National Guard or Reserves and have been mobilized to active duty in the U.S. Armed Forces in support of such operations and others may be so called to active duty; and

WHEREAS, no State of Illinois employee who is a member of the National Guard or Reserves and who is mobilized to active duty in support of such operations should lose compensation or benefits thereby;

THEREFORE, I hereby order the following:

  1. Any full-time employee of the State of Illinois under my control, who is a member of any reserve component of the United States Armed Forces, including but not limited to the Illinois Army or Air National Guard, who is mobilized to active duty in response to the above circumstances, shall continue to receive his or her regular compensation as a State employee, plus any health insurance and other benefits he or she is currently receiving, minus the amount of his or her base pay for military activities.
  2. The Department of Central Management Services shall immediately commence negotiations with the appropriate collective bargaining representatives on terms and conditions consistent with this order. CMS shall also coordinate with all other State and Federal agencies and take all other actions necessary to implement this order.
